Certificate in Barangay Administration

The Certificate in Barangay Administration (CBAd) program seeks to provide nonformal education in governance at the barangay level by DE mode. It is intended for elected and appointed barangay officials and elected Sangguniang Kabataan (SK) chairpersons.

Objectives

The specific aims of the program are to:

  • Strengthen the administrative capabilities of barangay officials in the area of administration and governance, leadership, development planning, financial administration, legislation, justice, community mobilization, entrepreneurial development, environmental management, agriculture/food systems management, information management, and health management;

  • Prepare barangay officials to meet their responsibilities and accountabilities to their communities, including that of serving as a backstop to local and national executives and policy makers; and
  • Upgrade human resources for improved governance at the grassroots level.

Admission Requirements

Current barangay officials may seek admission into the program. Individuals interested in seeking a barangay office and who wish to improve their competencies in barangay governance may also apply. Basic mathematics and reading and writing skills in English are required.

Course Structure

The Certificate in Barangay Administration is awarded to individuals who complete six courses out of a current offering of seven courses, consisting of two foundation courses, four core courses, and one enrichment course.

Each course runs for four weeks. Participants study self-instructional print modules and video supplements, and then take a sit-down final exam at a UPOU Learning Center. Participants receive a certificate of completion for each course that is successfully completed.

Barangay Administration and Governance

Overview, scope and aspects of barangay administration and governance; barangay institutions, duties and responsibilities of barangay officials and their public accountability

Barangay Leadership

Basic concepts and theories of leadership; approaches to leadership; and leadership roles, styles and skills in the barangay setting

The core courses

Barangay Development Planning

Basic principles and proceses of planning in the context of local development; formulation of a barangay development plan

Barangay Financial Administration

Revenue generation and mobilization, resource allocation and utilization, the budget process, accounting, public fiscal accountability and internal control systems at the barangay level

Barangay Legislation

Legislation as a function and cardinal element of local governance; general parliamentary rules and regulations, assemblies and oversight functions; conducting barangay sessions, public hearings, enactment of ordinances and resolutions; and formulating a legislative agenda

Barangay Justice

Purpose and process of constituting the Lupong Tagapamayapa and Pangkat ng mga Tagasundo; cases and disputes covered by barangay justice; and dispute settlement and sanctions at the barangay level

Enrichment course

Community Mobilization in the Barangay

Application of concepts, strategies, and practices of community mobilization in the implementation, monitoring and evaluation of programs and services at the barangay level
