The UP Open University is at the forefront of digital learning in the Philippines . This February 23, 2005 , UPOU celebrates its 10 th foundation anniversary with the theme: Creativity, Collaboration, and Convergence .

The highlight of the 10 th anniversary is the presentation of the UPOU Oblation by UPOU Chancellor Felix Librero to the new UP President, Dr. Emerlinda Roman, at the UPOU Headquarters in Los Banos, Laguna.

The UPOU Oblation is embraced by a swirling form likened to the Philippine flag with the stars representing Luzon, Visayas and Mindanao , and with the prominent image of the sun representing education. The flowing form lifting the Oblation towards the sky represents open access to quality UP Education in the cyber mode.

The UPOU Oblation was executed by Dr. Grace J. Alfonso, Director of the UPOU Multimedia Center . It is based on the original Oblation whose cast is permanently kept in the UP Library, Diliman.

Other activities at the day-long affair will include the lowering of a time capsule at the base of the Oblation and a keynote address by Dr Emerlinda Roman. UPOU will award certificates and plaques of recognition to its partners and sponsors that have helped it reach its 10 th year of successful advocacy and implementation of distance learning in the Philippines .
