Chancellor Felix Librero delivered a lecture on open learning and distance education in a seminar held on 26 November 2004 in Camarines Norte. He discussed the characteristics of open learning and distance education and how learning can be achieved through this mode of education.

Dr. Librero also informed the seminar participants about how UPOU delivers it programs and extends student support services via distance mode and shared his insights on the UPOU's experiences in the practice of distance education.

The seminar was conducted upon the invitation of the Board of Directors of Our Lady of Lourdes College Foundation in Camarines Norte. Participants numbered over a hundred, and came from various government and nongovernmental organizations based in Quezon, Camarines Norte, and Ragay.( L.A. Gelisan, OC)
