Dr. Librero serves 2nd term as UPOU Chancellor
The UP Board of Regents has appointed Dr. Felix Librero Chancellor of the UP Open University for the second term effective March 2004 until February 2007.
Dr. Librero is fulltime faculty member of UPOU Faculty of Education. He holds a PhD in Instructional Systems Technology from Indiana University , an MS in Development Communication from UP Los Baños and a Bachelor of Science in Agriculture major in Agricultural Communication from UP Los Baños.
Dr. Librero has long been involved in distance education, both as educator and administrator. As educator, he has served as course writer, reader, and instructional designer. As administrator, he has generated funds for UPOU scholarships, which have benefited many science teachers from all over the country.
Dr. Librero has served UP for more than 35 years, starting as Station Supervisor of Radio DZLB (UPLB's radio station) in 1968. He was Chair of the Department of Development Communication of UPLB from 1985-1988, Director of the Institute of Development Communication from 1988 to 1990, Associate Dean of UPLB's College of Agriculture from 1993 to 1995 and Director of UPLB's Distance Education Office from 1994 to 1995. His service to UPOU includes being Dean of the School for Distance Education from 1995 to 1999 and Vice Chancellor for Research and Development from 1999 to 2001.
Besides serving UP, Dr. Librero worked with and received grants and fellowships from national and international institutions. He was SEARCA Visiting Professor at Kasetsart University in Bangkok, Research Fellow at the International Rice Research Institute, Post Doctoral Fellow at the University of Western Australia in Perth, Australia, National Socio-Economics Experts' Pool of PCARRD, Editorial Advisory Board of the Journal of Development Communication based in Kuala Lumpur, and Technical Working Group on Policy for Open Learning and Distance Education of the Commission on Higher Education.
As a researcher, Dr. Librero has undertaken a number of research projects in development communication. One of his researches, the Synthesis of Selected Development Communication Research in the Philippines: Some Policy Implications in Agricultural Development Program Implementation, won him the 1991 MS Swaminathan Outstanding Research Award for Agriculture. He has also published two books, 9 short monographs, 5 book chapters, 26 technical articles, and about 30 semi-technical and popular articles.
Dr. Librero is a key person in UPOU's information technology projects.
