This case study presents the innovative ODL practices and strategies adopted by the National Institute of Agricultural Extension Management (MANAGE) to reach a large clientele spread across the whole of India. Also, the study describes the Indian Agricultural Research and outreach system, the support and capacity building, institutional mechanism and the evolving role of ICTs in enhancing the potential of institutional outreach.

The case study begins with a comprehensive description of Pakistan including: its population, literacy rate, its geographical nature and the cultural impediments especially among Pakistani women. The paper describes the Allama Iqbal Open University (AIOU): its mission and vision, historical overview, size and scope, range of programs and services, enrollment strategies and major accomplishments. It also focused on what AIOU programs and activities are geared toward agricultural development and poverty reduction and lastly, to what degree have AIOU graduates specially Institute of Mass Education (IME’s) contributed to Pakistan’s growth and development.
