This presentation by Dr. Shyamal Majumdar begins with a brief background of the country. Major challenges in agricultural and rural development and ICT based Open and Distance Learning Strategies (ODL) of the country are incorporated in this presentation. Several prominent initiatives for rural development in India by using ICT based open and distance learning strategies are highlighted. These are: the Ministry of Agriculture through the National Institute of Agricultural Extension Manangement (MANAGE), the Ministry of Human Resource Development through the National Institutes of Technical Teacher's Training and Research (NITTTRs) and the Ministry of Information Technology through National Informatics Centre (NIC). These institutions have been working on policy formulation, connectivity and capacity building support to rural development in India.

Historical roots, its people, cultural norms, geography, status of economy and the government of Pakistan are primarily featured in this presentation by Dr. Benjamina Gonzalez-Flor. Agricultural and rural development challenges, initiatives to triumph over these challenges and samples are shown as well.   Creation of eVillages, development of quality teacher training program for primary and secondary and development of training programs for illiterates and semi-literates with focus on skill development and literacy are just some of the ODL initiatives implemented by the country. The Allama Iqbal Open University (AIOU) launched in 1974 is the institution that addresses the need to educate the people of Pakistan and Middle East countries. In addition, UNESCO NOMA and Raja Roy Sing awarded AIOU for its innovative strategies in imparting literacy to the rural masses.

This presentation by Dr. Alexander Flor, of University of the Philippines Open University (UPOU), starts off with brief facts about the Philippines, the agricultural and rural development challenges it faces and some information on the Open and Distance Learning (ODL) strategies practiced by the country. Subsequent slides feature the birth of the following: Farmer's School-on-the Air (FSA) initiated by Pacifico Sudario in 1952 which targeted rural farmers; Radio DZLB: The Voice of Development established in 1964 by UPLB that has graduated more than 14,000 farmer-students; Communication Technology for Rural Education Project (CTRE) which piloted a distance learning system for small farmers from 1978 to 1981; and The Lingap ng Pangulo sa Barangay (President's Nurturing of the Barangay) launched in 1977 as a strategy for rural mobilization. Lastly, the University of the Philippines Open University (UPOU), as the Center of Excellence for Open and Distance Learning in the Philippines, and Open Academy for Philippine Agriculture (OPAPA) are the two (2) institutions highlighted in this presentation.

This presentation by Dr. Aaron Kama of the University of South Pacific features basic information about the Pacific Island Countries (PIC). Key challenges regarding agricultural development and rural poverty reduction, most pressing issues in the rural Pacific and the national government policies in the Region are then enumerated.   Also, the distance learning programs and initiatives practiced by various organizations and the potentials of distance learning initiatives to agricultural development and poverty reduction are included. Lastly, the University of the South Pacific and its distance learning strategies, programs and best practices to agricultural development are discussed.  

 

ODL Best Practices for Poverty Reduction in Thailand

This file begins with Thailand's “ICT Master Plan 2010” aimed at using ICTs for development activities under its five main strategies: 1) e-Government; 2) e-Commerce; 3) e-Industry; 4) e-Education; and 5) e-Society. In addition, several products and events held in different parts of Thailand within the five main strategies mentioned are emphasized. Key impacts of ICTs development in Thailand are also included. A number of core partner institutions are enumerated namely: the Distance Learning Foundation (DLF); Sukhothaithammathirat Open University (STOU); local universities; non-government offices (NGOs); and agricultural and vocational colleges. Lastly, facts and updates on the ODL project are incorporated in the presentation.

 

Open and Distance Learning in APEID, UNESCO Bangkok

This paper initially discussed general trends, definitions and meaning of ODL. ODL-KB project of UNESCO is also introduced with UNESCO's initiatives in ODL, its objectives and framework. Activities of UNESCO Bangkok are enumerated namely: capacity building, gathering of information and building of ODL website. A number of challenges and task discussed are controversies on quality assurance, intellectual property rights and concerns about cross-border education.

 

Activities of UNESCO related with Agricultural Education

This PowerPoint presentation includes the roles of APEID in coordinating with other institutions and the designation, role and activities of current Associate Centers (ACs), namely: Obihiro University of Agriculture and Veterinary Medicine and University of Tsukuba's Agricultural and Forestry Research Center. Also, it consists of the objective and main activities of UNESCO International Research and Training Centre for Rural Education which is based in China. This presentation was featured at the ODL for Agricultural Development and Rural Poverty Reduction Workshop in June 18, 2005 at Bangkok, Thailand.

 

FAO's role and activities as part of educating rural people and in bridging the rural digital divide in Asia

The 63- slide presentation by Dr. Malcolm Hazelman features the roles of the Education for Rural People (ERP) which focuses on access, quality and capacity. Flagship activities and achievements at the national and international level are presented. It also highlights FAO's current efforts to address the Rural Digital Divide through dissemination of skills, development of appropriate tools on ICTs and ensuring equitable access. Its projected outputs are training program for instructional designers and production technicians, training program for instructional staff, CABTS online learning network, and new teaching materials. It also features additional information on local research findings on media situation in Cambodia.
