Study Privileges for UP Personnel and Dependents

Procedure for funds managed by UP Open University

1.  Applicant fills up the application form for financial assistance. (click here to download pdf or doc version)

2.  Applicant submits the accomplished application form including all required documents to the Learning Center or to the Office of the Vice Chancellor for Academic Affairs (OVCAA).

3.  The Scholarship Committee evaluates all applications.  An applicant should first be admitted to a degree program before the application for financial assistance is evaluated. ( click here for the criteria )

4. The OVCAA informs applicants of results of evaluation. A list of qualified applicants is also sent to the Learning Center. Qualified applicants are required to accomplish contracts for financial assistance.

5. Applicant sends back accomplished and notarized contract to the Learning Center or to OVCAA on or before the date specified in the contract.

Notification of results of evaluation of application:
Applicants will receive notice of approval/disapproval of their application for financial assistance by post.

Duration of the financial assistance:
The grant is renewable every semester until grantee completes the program provided requirements for retention of the support are satisfied.

Benefits provided by the financial assistance:
All grants provide free actual matriculation fees. Some grants provide a minimal stipend for attendance to study sessions.

Student Loan Program

Continuing UPOU students may avail themselves of a loan to cover up to 80% of tuition fees for a semester. The loan is interest-free, provided it is paid before the scheduled final examination for the semester during which the loan was made. Beyond this deadline, interest will be charged.

Student Loan Program application forms are available at the UPOU Learning Centers. Applications should be filed during the official UPOU registration day.

Study Privileges for UP Personnel and Dependents

Privileges of UP personnel

  1. All full-time university personnel shall be entitled to 100% waiver of tuition and miscellaneous fees (except student fund fees) in any UP college or unit. This applies to all full-time personnel-permanent or temporary, regular incumbents or substitutes, casual or contractual personnel, including project personnel, regardless of the source of funds for their salaries as long as the funds belong to the regular budget of the University or are institutional grants to the University, provided only that their appointment issued by the University is at least coextensive with the semester or term.
  2. All regular part-time faculty (with at least one year of continuous service) shall be entitled to 100% waiver of tuition and miscellaneous fees (except student fund fees) in any UP college or unit provided the field of study is one of the academic thrusts of the faculty member's home department or college. This applies to all part-time faculty-permanent or temporary, regular incumbents or substitutes.

    If the regular part-time faculty has less than one year of service or is enrolled in a field which is not one of the academic thrusts of his/her home department or college, the privilege shall be 50% waiver of tuition and miscellaneous fees (except student fund fees). (Lecturers and clinical professors without compensation are not classified as regular faculty members.)

  3. In number 1 and 2 above it is understood that prior to the enrollment of the UP personnel, he/she shall first seek the approval of the immediate supervisor, the head of the unit and the chancellor.
  4. Tuition and miscellaneous fee privileges may be renewed for a succeeding semester subject to the satisfactory scholastic performance of the employee concerned in the previous semester. The employee shall submit true copies of his/her grade to the HRDO and to the head of his/her unit. This shall be a prerequisite for renewal or extension of the privileges.

Privileges of non-earning dependents of UP personnel

  1. Non-earning dependents of regular full-time personnel (permanent or if temporary, with at least five years of aggregate service in the UP system) shall be entitled to a 100% waiver of tuition and miscellaneous fees (except student fund fees).
  2. Non-earning dependents of regular part-time faculty (permanent or if temporary with at least five years of aggregate service in the UP system) shall be entitled to a 50% discount of tuition and miscellaneous fees (except student fund fees). (Lecturers and clinical professors without compensation are not classified as regular faculty members.)
  3. As a general rule, these privileges shall apply only to dependents of personnel in actual service to the University and shall not apply when personnel are on leave without pay or on secondment outside the University, except if the UP personnel is on:

    1. Secondment to another government agency; or
    2. Secondment outside the country or on academic assignment; or
    3. Sick leave with or without pay

    Then the non-earning dependent shall be entitled to the privileges for as long as the UP personnel is deemed to be on official approved leave from the University.

  4. The continued entitlement of a dependent shall be subject to his/her passing at least 75% of all units enrolled in the previous semester or term, unless the dependent's failure to meet the condition is due to illness, in which case the full entitlement shall still be given in the next semester or term.

    If the dependent fails to pass at least 75% of units enrolled and illness is not the reason, then the dependent shall pay bracket 7 rates for the number of units enrolled in but not passed in the previous semester or terms before the entitlement is resumed in a succeeding semester or term.

  5. The duration of the privileges for any dependent cannot exceed the maximum residency rule.

Criteria in Awarding Financial Assistance (for Post-Baccalaureate Programs)

All scholarship funds deposited with the UPOU shall be governed by the following rules:

An applicant for financial assistance must:

1. Have been admitted into a program that is stipulated in the grant.

2. Fulfill the specific requirements/conditions of a particular grant.

3. Meet a general weighted average (GWA) for a new student, or have passed all courses taken during the previous semester for a continuing student.

4.  Have a gross personal income of not more than P200,000  per year .

5.  Be willing to abide by the terms and conditions of the contract.
