INTRODUCTION

The Commission of Higher Education (CHED) provides scholarships for instructors/professors from different colleges and universities as part of their Faculty Development Program. The faculty development program is part of a package of measures for basic and higher education under the Philippines Education Sector Development Program (ESDP).

This program seeks to improve the quality of higher education in the Philippines by upgrading the academic qualifications of tertiary level faculty to the level of graduate/master's degree. It is expected that through this program, better teacher qualifications and teaching methods will contribute directly to better student learning which will be seen in higher pass rates on professional licensing examinations and in the greater productivity of graduates in the labor market.


MIS PROGRAM UNDER UPOU

Under the UP Open University, the CHED sponsors scholars who are enrolled in the Master of Information Systems (MIS). The MIS scholarship started in June 2002, at the same time that the UPOU first offered the MIS Program under the Faculty of Information & Communication Studies. Currently, the CHED gives ten (10) slots per year for each scholarship program. Other universities which also offer the CHED scholarships for different fields are:

  • Ateneo de Manila University (English); University of Sto. Thomas (History); Saint Louis University (Biology); University of the Philippines-Baguio (Mathematics); University of San Carlos (Physics); University of the Philippines Visayas-Iloilo (Chemistry);
  • Ateneo de Davao University (Information Technology).


WHO CAN APPLY

The following are the general requirements for the applicant to qualify:

  • Must have no master's degree (in IT related fields); Must have a good academic record; Must be a Filipino citizen; Must be in good health; Must have no pending criminal/administrative charges or must not have been convicted for violation of any Philippine law; Certification must be obtained from appropriate agencies; Must not be more than 47 years old; and
  • Must be willing to render the required service obligation in the sending institution for the period equivalent to the length of time the scholar enjoyed the scholarship.


HOW TO APPLY

All applicants must submit the following requirements:

  • Admission to the MIS program; Download here Correct and complete scholarship application form;

  • download here Original copy of Transcript of Records (TOR) and one (1) photocopy;
  • Two (2) letters of recommendation from (a) employer/supervisor; (b) former professor; or (c) former program adviser (please use UPOU Form1a);
  • Birth certificate from NSO;
  • Medical certificate issued by a licensed physician;
  • Proof of payment of application fee of P100;
  • Police/NBI clearance; 2x2 ID picture; PRC licence/Board exam result (if applicable);
  • letter of endorsement from the head of the sending institution;

OTHER SPECIFIC REQUIREMENTS

Applicants who have received the Bachelor's degree in Computer Science from UP with weighted average of 2.5 or better, or Diploma in Computer Science from UP with weighted average grade of 2.0 or better are qualified for admission. All other applicants must satisfy the following qualifications:

  1. holders of Bachelor's degree in any field from any recognized institution with an average grade of or equivalent to 2.0 or better; proficient in at least one programming language; and,
  2. with at least 2 years of IT-related work experience (may be waived if the applicant is a BS Computer Science, BS in IT or BS in Information Management graduate and other related fields).
NOTE: Applicants who will not satisfy the admission requirements will be advised to apply for admission to the Diploma in Computer Science (DCS) program.
  • The UPOU forwards the papers of applicants who pass their institution's admission requirements to the CHED. CHED communicates the final list of approved applicants to the accredited delivering institution. CHED also sends the scholarship contracts to be signed by the approved applicants and the head of the sending institutions.
  • Applicants approved by CHED enroll, following the requirements and procedures of the UPOU.

DATE OF SUBMISSION OF APPLICANTS

UPOU accepts scholarship applications for the 1st semester 2004-05, starting November 15, 2003. For those who were not able to receive scholarships for 2003-04 may still apply for next school year, 2004-05
